re: What would end terrorism?

The army certainly doesn't help when terrorists are a few and are spread all over the world. The terrorists who caused so many deaths in Istambul the last 5 days were from Turkey, apparently.

As for entering a country (from outside), a visa could help dissuade those who are known for having links with terrorists groups.

It's a police and interpol matter and international exchange of information.
It's a matter of hiring informants who know the languages and the customs.

When we were hit by terrorism, in the 70's and 80's, bombs have killed innocent people who happened to be where it took place, at the wrong time. It would last a few months but the police always managed to find the criminals and neutralize them.

Now, because the criminals die, it's up to forensic science to find the organization, no matter how small it is. DNA helps like it couldn't 5 years ago.

I think authorities can find the culprits and those who haven't committed their crimes yet, quite quickly, and it's also a matter of political will and means given to the investigators.
Investigators and infiltrators use the same weapons as the terrorists: discretion and surprise and are far more likely to succeed than soldiers who are certainly not discreet if they invade a country, reminding me of the guy who stamps on a hornets' nest hoping to crush all the insects.
