Certainly not the kind of army the US has in Iraq, now.
To fight terrorism, you need discretion and wearing helmets, uniforms, lots of weapons and shouting orders with an american accent and not being able to speak arab are not the solution.
Afghanistan was different as the Taliban was part of the Afghan institution. But I even wonder if Al Qaeda was dealt with efficiently in that country. OBL is still at large.
