Combination of approaches

The real answer, of course, is a combination of police and military action. Raoul is right in that a lot of progress has been made by the FBI and similar organizations in many countries. Cells have been eliminated, financing squelched, and many potential attacks thwarted. Unlike the military effort, this does not often make the news, but I have tracked some of it.

Removing terror organizations from hostile nations requires the military. There was no way the Taliban was going to cooperate with us in getting bin Laden, although we gave them an opportunity.

And unlike our military efforts, the police efforts have gotten a lot of cooperation from all the nations of Europe. European efforts have been instrumental in the successes I mention above, which should not go unremarked.
