Looking at it more closely, it may be mostly about the money
Medicaid is financed largely by the states. The SCHIP program is Federal money. States (and their representatives) would have a lot to gain by expanding eligibility for the Federal program and getting these people off their own bottom lines.
A simple answer...should have seen it earlier.
