S CHIP, eh?
Sounds to me like they could using this as a wedge, as a precursor to getting all school age kids CHIPPED, you know.....to be insured under a new "plan" they come up with. Don't laugh.

All the draconian measures Bush has come up with were predicted 20 years or more ago. He's just implementing the Dark Side.
