The UN wasn't meant to be a democratic institution.
If it were, you'd seriously limit the number of participants and therefore not be able to talk to the very nations you'd want to see change.
It was meant to be a way for nations, democratic or not, to express their concerns about other nations, to ask for help or to provide help in order to save people in immediate danger or preserve the integrity of nation's borders.
Then, because it obviously became a huge forum where international discussions could take place, other issues like human rights, environment concerns, landmines, deseases, etc..could also be debated.
To implement is another matter. But by denouncing countries that do not go fast enough and change their laws accordingly or will simply refuse to even sign a treaty, it helps give the rest of the world an opinion about that country (ICC is an example). The ICC wasn't created to annoy one or more countries, but it's purpose is to let war criminals know they're not necessarily safe wherever they are.
