That makes more sense.
They are described as "tactical". The ballistic missiles are usually considered "strategic".
It also makes sense that if the Soviets were going to have tactical nukes they would also have means of delivering them, knowing that they would not have air superiority and would be delivering them against massive AA fire.
And it doesn't look as if those missiles could be defended against.
