CAn't find anything on the internet on the location of the Soviet Fleet during October 1962, so perhaps there wasn't a juicy target nearby. I did find plenty of information that a fleet of subs was in the area or coming to the area. 2 were driven away during the blockade if I remember right. Hard to justify using nukes against subs unless you know exactly where they are and they are bunched together. Unlikely.
Perhaps a tit for tat exchange could have been used elsewhere. Although such a solution would have been less politically viable to bedin de-escalation. Cuba was certainly in range, and since the US lost their entire landing capability in the area, my guess is Cuba would have recieved the retribution. Perhaps Kruschev and the (fictional) President Nixon could have shut it down then.
