I agree with you.

Ok lets look at some other options after the local commander nukes the landing fleet. Nixon would be forced to retaliate, but he doesn't have to lay a bomb on the Kremlin to do so. Instead he plants one in the middle of the Russian Fleet which is steamins south at full speed. Tit for tat. Kruschev and Nixon get on the red phone and start de-escalating. Plausible?
