They are not synonyms.
I suggest that many conservatives were Democrats, especially in the South. When did Republicans, the party of the abolitionists, begin to be associated with racism? When Southern Democrats rebelled against Johnson's alliance with the traditional Republicans and the liberal Democrats, and bolted the party.
The question concerning conservatives is, what precisely are they trying to conserve? I suggest that conservatives seek to conserve the status quo, a more valuable aim in some areas than in others.
This aim also keeps hell-for-leather liberal extremists from pulling too far in the other direction, a valuable, though inadvertent, side effect.
No one who has read even the most cursory of biographies of Hoover would suggest he was uncaring. He certainly was held responsible for what happened in his administration, as well as Coolidge's and Harding's. It might be instructive to look at those two administrations, as well.
