I read what you posted and the PDF. Where does any of this saying the best place to put detection assets is the surface of the Moon?

I maybe reading some into it but... they seem to be saying unless there is preexisting lunar infrastructure (ie: a Moonbase) the lunar surface doesn't make any sense.
