You are probably right as far as colonization goes, but that wasn't what I was concerned with. One problem we have in these discussions is that goals like colonization, science, and manufacturing/mining are lumped together, when they have different requirements.

A "colony" is usually a place where people live when they're not doing the work they came to the new place for. Not an end in itself.
