You completely miss the point. Because you are clouded by an agenda. Where does Tom talk of MSR (Mars Sample Return)?

Tom is saying dropping all NASA space science except that which helps business hoping to get rich on the backs of the taxpayer's of the USA AKA Moon science.

I think this commercial use of the Moon is snake oil pretty much nonsense. List something they want to do that makes money and any sane person should see thru the nonsense of it.

Example: They want to extract oxygen from Lunar regolith to fuel spacecraft to move old GeoSats to other orbits or deorbit them.

We have infrastructure here on Earth already which can do this without building robots and camps on the Moon. In their plan you bring the Hydrogen and spacecraft from Earth!
