That is not the question here.
The order makes no difference. It the money spent and by whom.
I don't see NASA as an economical way of setting up businesses on the Moon. Some other agency should be formed to do this or prizes should be given. NASA is a science and exploration agency no matter what it's charter says.
I don't think it much matter who's party the next president is in they will have to cut stuff and NASA is as good a target as any agency.
As to the Moon Vs Mars: note the people bring that up are the Moon firsters. They are threaten by the public interest in Mars, Mars fans and the Mars Society.
