but I can tell you that if there had been 10,000 airconditioned buses leaving NOLA on the quarter hour before the storm, it would have taken armed storm troopers to get them loaded.

It was a local responsibility to prepare the people and the city for this and they, not the FED failed. I'm angry too but we are a republic and the locals are at fault.
