If some people are too stupid to leave or to keep informed that's THEIR responsibility and their problem.

With a little partisan dig thrown in for good measure.

I especially liked this one:
Only the medical cases and elderly have a valid excuse. And for these it is only too painfully obvious that their local government failed them. Yet, even they are responsible for their own safety and should have arranged exodus with those who were able to take them away.

NPR featured interviews with people dealing with the evacuation -- just now -- of residents of nursing homes. Many of them have no family, and some of them are suffering from dementia and so have no idea who they are, let alone where or why. I've also been following the story of babies in neonatal ICUs who were stranded without electricity, and were only saved by very stubborn nurses. And then there are the people needing dialysis, and other forms of intervention. I suppose they all should have gotten on the phone to call someone to come get them...
Wiggle and quibble all you want. There is no mistaking your meaning and tone.
Goodness had nuthin' to do with it.
