The first group of National Guard was requested by local officials on Friday and Saturday, before the hurricane hit, and were en route. Later, more Guardsmen were and are being activated and sent.

There are rigid limitations on how the regular military can be deployed in civilian areas.

The first Naval relief ships set out for the Gulf on Tuesday.
