I've heard the story of Fats Domino, and lots of other reports that people stayed behind for various reasons, ranging from sheer cussedness to tourists stranded at hotels. It does seem likely that the majority was unwillingly stranded by lack of means to leave. There's not enough information yet to get a clear handle on what actually happened, though.

The question of whether the population was "properly sold" on evacuation is another that will have to wait until the dust settles and the record can be reconstructed. So far as I can tell, it appears that The Nagin didn't do much beyond exhorting people to leave if they could. I'm really very curious what effort he put into arranging transportation. Any selling job would have been a lot more compelling if people could actually see buses dispersing and picking up people. Absent something tangible like that, a one-liner message from the Mayor telling everyone to get outta Dodge might have seemed unreal and confusing, lacking any specific direction about just how to go about it.
