We can claim "intelligence" is rare in this universe

All evidence we have supports that claim. Just look at our own Solar System.

And there could be lots of intelligent life in this universe, but compared to the non-intelligent matter, it is a tiny fraction of the Universe total matter.

We are a rare and important thing in this universe.
