Falls short of lying
All of the statements were based on best available intelligence, belief in which was shared by the previous administration and most of the civilized world, whether or not they agreed with invading Iraq.
Whether or not Bush and his administration took excessive rhetorical liberty with the intelligence is an issue that will be decided next November.
IMO this will be a non-factor. The election will swing on our progress in Iraq and the U.S. economy.
