As for Iran and North Korea, this is a very good question. It may be that some sort of military move may be required eventually. In Iran, we are allowing the U.N. to play out its hand (inevitable, given their crappy record. Iran is already playing them like a fish) and I think (no hard evidence) we are working a deal with China on North Korea. But I could see a situation where some sort of precision strike might be necessary, as Israel did in Iraq years ago.
I'm not aware that Syria has a nuclear program, although they are definitely supporting terrorism. Japan and Germany, like France, Britain, and the United States, are civilized nations. It is ridiculous to put them in the same category as a nation like North Korea. It's like saying cops shouldn't have guns because crazed murderers shouldn't have them.
Even Russia and China, while not perfect, are not in the hands of lunatics. At least not right now.
And frankly, I'm having difficulty finding the original Cheney quote about the "six months," although I have found a number of references to the time he misspoke, saying "reconsituted nuclear weapons" instead of "reconstituted nuclear programs." The Left still hasn't let go of that one either.
Any one with a link to the original quote? Did Cheney put the qualifier on? Davin saw it somewhere, and I don't doubt it exists, it just seems odd it hasn't shown up more frequently on the web.
