The Spanish American War was more concerned about removing the loose end of Spanish colonialism in the western hemisphere . More "postemptive" than "preemptive". Although not a "preemptive" war, arguably the closest historical analogue to the Iraqi War would be the Mexican-American War. Both wars were started through Presidential initiative and created significant political controversy. Although the United States greatly benefited from the Mexican-American War, that war was clearly a land-grab and probably America's most unethical war. I don't believe the motivation behind the Iraq war concerned seizing land or oil. In many ways the Iraq War is a new phenomena since it primarily concerned preemption and was less concerned with seizing wealth (imperialism no longer makes economic sense). Mainly due to nuclear proliferation, preemptive wars like the Iraq war will probably become a more common occurrence.
