Had I been a reporter, with funds and access, I would have contacted AMS-Marconi in Italy directly and gotten the specs on the systems they shipped to Iraq from Britain during the Thatcher administration. This simple action would have settled that end of it, and to the best of my knowledge, not one person has done so. E-mails to Marconi have remained unanswered.
I make a big deal out of the trailers because I selected that issue a while back to pursue to the best of my internet research ability. I found information, and came to my own conclusions.
Whatever these trailers were for, they were not for generating hydrogen. If you want to work from another direction, like "portable pesticide factories," or some other explanation, fine. You would still have to come up with an explanation why defectors described these trailers in detail, enough to have accurate depictions of them in Powell's presentation prior to their actual discovery, and said they were WMD plants.
And why were they hidden?

If you look around, I'm probably the only person who actually investigated the issue.
