Clinton admitted to the grand jury there was a relationship with Lewinsky. The lie he allegedly told to the Grand Jury was an inconsistency in his and Monica's testimonies about: the number of times they had sex, what day it was on, and whether he had touched her breast or not(!)

THAT is your "perjurious, false and misleading testimony to the grand jury concerning (1) the nature and details of his relationship with a subordinate Government employee"

First of all there is no way to prove which account, Bill or Monica's, was accurate, but more importantly who the hell cares? No court would EVER consider a descrepancy so minute as this to be prosecutable. In fact, the entire case is a laugh! But Ken Starr saw this as a high crime!? Or was it just he had nothing else after spending $60m on a dead end 4 year investigation. Clinton, having admitted to the essential point that there was an improper relationship was impeached over an unprovable minor descrepency in the details.
