The US is on track to supply only 6% of it's electrical power from wind by 2020. There are no plans to build more to support a "hydrogen economy". The only other place to get hydrogen would be hydrocarbon reformers. Fossil fuels. What the hell would that accomplish?
Like some ongoing projects in the aerospace sector, projects like this are too idealistic for capitalist governments. Communist governments would have done it, but communists do alot of other things that aren't so "ideal", like violate and abuse and kill their own people.
I suspect that if our governments did try to build all those wind turbines, there would be efforts at sabotage, either physical, legal, or economic, by individuals or corporations whose interests would be threatened.
It's all about money. Automakers don't want to make small cars because they wouldn't generate the same cash flow per vehicle. But for the consumer like me, that's the same reason why I want one.
