I'm pessimistic about your scenario.

It could take 100 years to build the hydrogen infrastructure you propose. In the meantime, people will be making decisions about the cars they drive based on price of fuel. My suggestion would be to go ahead with the hydrogen economy, solve all the problems, build the wind energy grid, but at the same time have a production-ready vehicle like the Clever Car on stand-by just in case. Call it a contingency plan. You could market them as rental cars until a larger market is realized. If the nation goes to war, or a major oil supplier goes to war and oil supplies are cut off, it would be a catastrophe if people had no economical way to move people, goods and services. Also, if major oilfields went into decline sooner than expected, it would also be a catastrophe.
