People who use weapons recognized by international conventions as heinous need to be treated as war criminals, and tried as such, yes.

We can leave the pleading of the cases to the lawyers, the reporting of the trials to the journalists, the determination of verdicts to juries and the meting out of sentences to judges.

Using extreme force is just the old eye-for-an-eye routine. If you want to get to the place where the rules go away because one side breaks them, welcome to Anarchyland.

One thing we should have learned by now: pursuit of revenge, even in the guise of Old Testament "justice", only sets up vendettas. Vendettas are a kind of poisonous perennial. To get to "civilized", someone has to step back and say no.

The party that does is the one who is civilized, as opposed to "advanced", which is a description of technological achievement. Risky? Yes. But consider the alternative, and when you do, be sure to watch your back.
