I think we can agree that rules are a good thing. The question is what do you do against "someone" who won't follow any rules.
The answer is generally speaking, you treat them like any other criminal, except that there rules that we have which protect citizens against the power of the State. I would include our process regarding the death penality in this category- though I know other people don't have this POV. Right to a lawyer also seems to fit in here. And other laws.
