Any weapon other than a single shot weapon would fit into you description. All types of artillery produce large explosions and fragmentation, as do grenades, machine guns, land mines, and bombs of every kind. Maybe in order to show how "civilized" we are we should go back to hand held blade weapons since they only strike the people your pointing them at. Although I seriously doubt the rest of the world would follow our example.
