Napalm is as napalm does
Napalm is jellied petroleum fuel used as a weapon when the desired effect is mass destruction and the inflicting of terror on the enemy.
New Napalm™ uses kerosene, while Napalm Classic™ used gasoline. There is no substantive difference between the two formulations. Their effect is exactly the same.
A reasonable person would assume that the Pentagon changed the formula simply so that it could technically say it no longer uses napalm. While the truth--the real truth, not "truth" as a lawyer would argue the technicalities--is that the US military still uses napalm.
It's as simple as that.
