There is no international agreement against using incendiaries on military forces.
The one that exists pertains to civilians. Please try and get past that point. If you want to make a moral argument about which weapons are okay to kill enemy troops with and which aren't, go ahead. But try and leave the "defiance of international agreements" bit out of it.
