However, at some point you have to accept a simple fact: if NO is wiped off the map, at what point do you stop blaming NO for not 'coping' with the disaster well enough?
Its not like they sat there playing Eskimo Nose Flutes- they got 100,000+ people who had no way to get out of town into the superdome and convention center, and evacuated 300,000+ people out of the city.
Thats a hell of a lot more than what the feds did all the way up[ through 4-5 days after the storm.
But you are also propagating one of the Big Lies:
"t is not the nature of the Fed to grab control of a situation from locals unless their help is demanded or at least requested."
The governor of LA WROTE to the Bush administration BEFORE the storm requesting a full federal response. She directly told bush in the immediate aftermath: 'Give us everything you've got'.
Maybe no official forms were signed in triplicate, but its clear that the locals were asking for federal help long before the storm hit.
Like I told Tom: When a governmental agency starts offering its legal limitations of powers as an excuse for failing, worry. Nobody is asking for a more authoritarian FEMA, just one that will do its job.

- One thing you said, in all of that glop, was meaningful
- You missed the main point and dodged others
- Which was easy, because there was no main point, nor any others

- Context
- Agreed, start to finish
- go ahead, blame Bush.
- For non-response by an agency administered by the Executive branch of which he is the head? Sure!
- go ahead, blame Bush.
- Levee failure
- This is silly
- what preparation would have prevented the levy failure?

- for every thread, spin,spin,spin
- Lets assume everyone knew the levy was going to fail 60-70 hours before Katrina.
- Thats sort of the point- they *should* have known the levees were going to fail 36-48 hours out, and ended up doing nothing
