I think the main point is being missed.

Scott, of course many people couldn't get out on their own, or afford to accumulate a week's worth of food and water, never mind haul those supplies to a shelter. This is obvious now, and it was obvious decades ago. The status of New Orleans' geography, and the state of their floodwall system has also been known for decades.

People needed rides out of town, and shelters needed more than a couple of days of supplies. The idiotic meme that needs to be beaten to death is that somehow Washington DC is or should be in charge of making this happen. Louisiana and New Orleans had many, many years to work this all out.

I could go into details about where the Federal funding went for New Orleans disaster planning, or the Federal funding to the local Corps of Engineers, hospital generators in basements, or a number of other things that showed that the problem was not being taken seriously at the local level.

FEMA should send buses? From where? Is there a FEMA bus parking lot located within a few hours drive from everywhere a disaster is likely to happen? Commandeer commercial buses? A governor can't do that?

More of the Federal government as God. People can't even think along any other lines any more except Washington when a problem comes up.
