What government action could have prevented the fools in New Orleans from being in the way of the water after the levy failed?

name the Democrat or Republican politician or government official that was sounding the alarm, but who was ignored?

What do you propose to solve this problem in the future...Because last I heard, the Democrats and Republicans alike want to rebuild New Orleans just as it was.
