The Federal government is responsible for its failure to behave in accordance with the rules, procedures and agencies that it has itself developed in response to 911, which last would include the whole Department of Homeland Security under the Bush Administration. DHS has equipment, supplies and people to respond to disaster, and DHS has the authority.
That the Secretary has the authority to declare an Incident of National Significance is evidenced by the fact that Secretary Chertoff did so, as reported here, on August 30 or 31, depending on who you read. Maybe the announcement was made on the 30th and the actual order was distributed on the 31st. In any case, relief was still delayed by the Keystone Kops management style subsequently displayed.
Sometimes meaning well is not enough.

- for every thread, spin,spin,spin
- Lets assume everyone knew the levy was going to fail 60-70 hours before Katrina.
- Thats sort of the point- they *should* have known the levees were going to fail 36-48 hours out, and ended up doing nothing
