Don't mind if I do!
We are not talking about reading entrails of chickens to discover the precise date and place of a disaster. We are talking about getting help out to the people immediately after the disaster, when the whole world can see where the storm is going on television. We are also talking about paying attention to news reports from the people on the scene. Local newspapers reported that the levees had been breached in the wee small hours of the morning of the breach.
Local and state government both have their share of blame in the obvious lack of emergency preparedness. But the Feds are supposed to respond as part of the recovery, and their new powers to keep us "safe" also allow them to do so without waiting for an engraved invitation from the mayor, the governor, or anyone else. They took their own sweet time. Well, pardon me, but leisurely response is not what we pay them for.
If we must have a Department of Homeland Security, the least it can do is to secure the homeland.

- for every thread, spin,spin,spin
- Lets assume everyone knew the levy was going to fail 60-70 hours before Katrina.
- Thats sort of the point- they *should* have known the levees were going to fail 36-48 hours out, and ended up doing nothing
