Thats sort of the point- they *should* have known the levees were going to fail 36-48 hours out, and ended up doing nothing

Anyone in FEMA should have been able to see that the levees would likely fail, and if they DID fail, the disaster would be beyond the scope of what the local or state authorites could do.

I have no experience with disaster relief and I'm not going to pull things out of my wazoo about what I would do better. The point is that even when the storm hit, FEMA had nothing but a skelleton staff around and apparently was comnpletely flat-footed in the wake of the storm. The people in charge didn't even know the simple facts that Jow Shmoe could see with a television set. They didn't prepare for the known fact that the Levees might very well fail- didn't even believe they would despite the fact it was common knowledge everywhere else.

If you want to play 'well what would YOU have done' game with me, my answer to you is simple: I would have at least tried to do something. FEMA did nothing.
