When a governmental agency starts offering its legal limitations of powers as an excuse for failing, worry.

When a government decides to discard legal limitations in order to accomplish a goal, worry a lot more.

Amazing that it's some of these same "damn Posse Comitatus" people who went into apoplexy over the Patriot Act.
