Thanks for the link.
I couldn't find the authorization of the secretary bit.
I thought the legislators were looking into passing a law that would allow the federal government to override local governments in this kind of situation.
The destruction of a major city that is the principal ocean port of our largest river would be an Incident of National Significance, if only one were thinking of it in terms of using the government for the public welfare and the common defense, instead of trying to prove that we don't need it.
So it's the federal governments fault for the incompetence of the local governments?
I use the word incompetence because the local government didn't implement there evacuation plan which they have in place.
Opening the convention center and the Superdome for evacuees without adequate water, food, first-aide, security and sanitary needs was poor planning.

- go ahead, blame Bush.
- For non-response by an agency administered by the Executive branch of which he is the head? Sure!
- go ahead, blame Bush.
- Levee failure
- This is silly
- what preparation would have prevented the levy failure?

- for every thread, spin,spin,spin
- Lets assume everyone knew the levy was going to fail 60-70 hours before Katrina.
- Thats sort of the point- they *should* have known the levees were going to fail 36-48 hours out, and ended up doing nothing
