Especially since so many FEMA "employees" are actually contracted independent consultants that are not subjected to all the same requirements as other Federal employees. (Note this is A clever trick the Clinton Administration used to employ more "government workers" while reporting that the number of workers on the government payroll decreased.)

Spending increases, but the "payroll" and employee accountability decreases...
