I think you missed my point

Fema has operated effectively (and occassionally ineffectively) within its current defined limitations of powers for a long long time. Nothing has changed, except for the internal political organization of FEMA (inside DHS). Nobody seriously entertains the notion that FEMA needs more power. The only people I have seen say this are right wing spinners and bloggers who usually attribute this to the left (as you are now doing)

Its a paper tiger.
