The difference is the chance of success

Hitler had at his disposal one of the strongest militaries in the world at the time. He could've easily taken out the countries on his borders and quit and the German empire would still be alive today. He knew he could win no matter what Europe threw at him. However, his genius eroded over time. He let his greed get in the way of his brilliance and he brought the US and Soviets into the conflict.

Saddam was simply not that bright and much less powerful. He certainly could overwhelm tiny Kuwait but he was too dumb to understand the western interests he was rattling. Even if he had had a nuke or other WMD's, he was no match for any large country with a well-developed military. It was an exercise in futility. His prodding of the US in the recent war showed his idiocy again. He certainly could've gotten away with pushing a few buttons but there was a point where it was obvious to anyone that we were going in and Saddam had to know he was a goner if he kept pushing. There's reports he tried to capitulate at the last second but he would've had to do it publicly, loudly, and a bit sooner.
