Infrastructure like that is supposed to be a state expense.
Nor is it supposed to come out of income taxes. It's generally highway use, gas taxes, and others. Keep that gas tax in mind as people start conserving fuel.
I'm aware of the transportation issues in your state. This has little or nothing to do with Bush's income tax policies. If you don't think your state or property taxes are high enough, take it up with your own legislature.
