The government doles out contracts to private companies all the time. Our military hardware, for example, is the byproduct of a a million different private and public companies.
When one company fails another takes its place. The VA can be run in the same way - as a contract operation - for companies large enough to fulfill the terms of the contract. What's more, the employees and the company themselves then have to perform or risk LOSING the contract. Right now nothing keeps government employees from letting everything fall apart and let the quality of care sink into the toilet.
The privatization of government needs is the solution to inefficient bureaucracy. Japan, Germany and other nations do this sort of thing almost seamlessly. Industry and government work hand in glove.
We still have a lot to learn about fiscal efficiency, employee motivation and even the "honor" found in our federal employees. In the instance of the VA, lots of suffering, incompetence and anguish are the result.
