OK, listen:

The United States Interstate Highway System is partly funded by the United States. The most spectacular bridge failure recently has been the I-35W Mississippi River Bridge, wherein the "I" stands for "Interstate".

According to this 2002 report by the GAO,

The federal share of Interstate project costs was set at 90 percent, but in states with large
areas of federal public land, the federal share is increased proportionately up to a 95-percent
limit.

(It's a footnote on page 7.) The report goes on to say that bridge expenditures increased, as did the number of bridge repairs, between 1992 and 2000.

The Federal government is responsible for maintaining what it has built.

A 2007 Congressional Research Service report shows that the repair rate has flagged considerably since 2001, though it hasn't flatlined entirely. See Figure 1, on page 3.

I repeat: you can't spend what you don't have. If tax revenues have not been collected because of political considerations, either one borrows the money or one does without.

Our so-called rebates are being paid for either in other people's lives (people get killed and maimed in bridge collapses), property damage (people's cars are lost in bridge collapses), and infrastructure deterioration, or they're being paid for by mortgaging my children's futures -- borrowing to keep up, if you please, not even to get ahead.

Homeland security is about a lot more than screening airline passengers and deporting people here on expired visas or no visas at all.
