I would vote for Puerto Rico becoming 51 State and perhaps Cuba can become 52nd. Next, after that improbablity achieved: Mexico and/or Panama. All these would make more sense than Iraq or Kurdistan [for various reasons]. But if we really want a basket case and lots of unnecessary hassle, then Haiti would better than some place halfway across the world- and our relations will be less direct than compared to Europe or even India.

BUT I think we should help Iraq enter NATO if it decides to join NATO. And we are assisting Iraq enter WTO.
