Well if Quebec had managed to split up Canada, I agree that portions of Canada would been a more likely than Mexico. But that seems to be less of an issue these days.
But as I said Puerto Rico [assuming enough of them still want to become a state of the union] is most likely. And the next likely was Cuba- assuming Castro dies [and isn't actually a vampire that lives forever].
