re: Language

"It's also the flashpoint for people who otherwise would not have a political agenda. To require me to change my language in my everyday life is an assault on my culture, one which has been used many times to deprive a subject people of its native identity."

English is the language of America. English is the international languge. No sane person wants the people of Puerto Rico to stop speaking Spanish. But it makes a lot sense for Puerto Rican to speak both English and Spanish. It doesn't make sense to try to make Americans speak Spanish [like the Canadians made the rest of Canada speak French].

From a govt policy position, Puerto Rico needs more effort to teach English. How you do this will reflect whether you are Socialist or Capitialist- Capitalist will do things which allows opportunity or choice. Socailist has govt programs that does this/ requires this.
As far as things like govt traffic signs- keep the Spanish. Govt documents should remain the same- but have English verison available. That Puerto Rico looks and feels Spanish is a selling point, don't lose that, it's bad for tourism if nothing else.
