The Constitution Defines Legal Terms Not The English Lanquage

Of course it is the ultimate source for defining the crime of treason in the US. However notice the definition and terms of prosecution are two seperate sentences. First it defines treason then it tells you what can be prosecuted. It doesn't use the same language for both. The definition of speeding is anything over the speed limit, but you won't be prosecuted in most places unless you blatently exceed it.
