It means that only the traitor himself (or herself) may be punished for the offence. His family and decendants may not be punished merely by association. It was common in England (and continental Europe) to brand entire families as traitorous, confiscate their property, and sometimes send them into permanent exile.

I am strongly against you moderators applying restrictions on freedom of speech confronting such actions and I am also calling bullshit even if you are simply expressing personal opinion.

No one, moderator or otherwise, called for censorship, banning, or otherwise restricting freedom of speech regarding this issue.
And yet, you would seek to curtail the speech of certain 'citizens' of Habitable Zone simply because they are also moderators.
